Following a French initiative to restart negotiations by convening a peace conference in Paris, the EU is now advocating an international peace plan as an alternative to a unilateral Palestinian plan to secure state recognition at the UN in September.

 

In a letter to Secretary Clinton, UN Secretary-General Ban Ki-moon and Russian Foreign Minister Sergei Lavrov, the EU's foreign policy chief, Catherine Ashton, called for the urgent convening of the Quartet (U.S., EU, UN and Russia), which would gather as a precursor for support for a peace plan based on Obama's Middle East policy speech that he gave last month.

Washington is pressuring Netanyahu to accede to its proposal to resume Israeli-Palestinian peace talks on the basis of Obama's May 19 speech. An Israeli source said the Americans were very frustrated with Netanyahu's behavior, feeling that he was impeding U.S. efforts to keep the PA from unilaterally seeking statehood via the UN. This week, U.S. envoy David Hale will arrive in Israel meet with both Yitzhak Molho and Saeb Erekat.
