Police banned from asking for someone's 'Christian' name because it might offend those of other faiths
Police officers have been banned from asking for 'Christian' names for fear of offending other religions. Officers taking down a suspect's particulars must now refer to their 'personal' or 'family name' as the word 'Christian' could offend Muslims, Sikhs and other faiths, according to new diversity guidelines.The handbook produced by Kent Police, which aims to 'promote clearer communication' and 'break down barriers' with diverse communities-produced by the force's diversity support group sets out customs and practices in a number of religions and beliefs including paganism and rastafarianism.  

Drug-resistant TB at record levels worldwide, the WHO says
An estimated 440,000 people had multi-drug resistant tuberculosis in 2008 and a third of them died as the new variant of the TB mycobacterium continues to spread, the World Health Organization said Thursday. Nearly half of the cases were in China and India, which have been hit hardest by the outbreak. But in some areas of the world, especially three provinces in Russia, more than one in every four cases of tuberculosis are the result of the hard-to-treat strain, according to the report.  

(LEAD) N. Korea rejects U.N. recommendations on human rights
North Korea rejected an array of U.N. recommendations on how to improve its human rights conditions, including putting an end to public executions, claiming the suggestions are aimed at undermining the communist regime and sullying its image.-The rejected suggestions also included a moratorium on capital punishment, torture and other inhumane punishment, forced labor and military training for children. They also included a call for Pyongyang to allow a U.N. human rights envoy to visit the North to have a first-hand look at the situation.  

Russian oil companies will stay in Venezuela
Russian oil majors will continue to develop their businesses in Venezuela despite most Western companies’ decisions to avoid the country and are eager to take their places, the Russian daily Vedomosti reports. The author said that Moscow made relations with Caracas a priority in the Bush years in response to what the Kremlin viewed as US encroachment on its sphere of influence. Russian Prime Minister Vladimir Putin wil visit Venezuela in the beginning of April.  

Clinton Criticizes Russia Over Iranian Nuclear Plant
Visiting U.S. Secretary of State Hillary Rodham Clinton Thursday criticized Russian Prime Minister Vladimir Putin for declaring that the Bushehr atomic power station in Iran would start funtioning in the middle of this year, saying the Islamic Republic should first show it was not developing atomic weapons. -Russia says the Bushehr plant is purely civilian in character, and cannot be used for any weapons program, as it will come under International Atomic Energy Agency (IAEA) supervision; besides Iran will have to return all spent fuel rods to Russia, its northern neighbor.  

Israeli FM slams Quartet's call for settlement freeze
Israeli Foreign Minister Avigdor Lieberman on Friday slammed the Mideast Quartet's call for a complete freeze of Israeli settlement construction, local news service Ynet reported. "The Quartet's statement ignores the experiences of the past 16 years and does not take into account that peace must be constructed from the ground up, with practical actions on the ground," -"You cannot force peace artificially, in an unrealistic timetable," said Lieberman, referring to the two-year time frame.  

Mideast Quartet calls for freeze on Israeli settlement activity
The Middle East Quartet of international mediators has called on Israel to freeze all settlement activity in East Jerusalem, saying it will "use all powers" to resume Israeli-Palestinian peace talks. UN's Ban Ki Moon also said that a new peace agreement between the Israeli and Palestinian authorities should be reached within 24 months. "Recalling that the annexation of East Jerusalem is not recognized by the international community, the Quartet underscores that the status of Jerusalem is a permanent status issue that must be resolved through negotiations between the parties, and condemns the decision by the government of Israel to advance planning for new housing units in East Jerusalem," he added.  

Pope urged to apologise for abuse cover-up
The pope was today urged to make a public apology for the church's years of covering up sexual abuse. German Catholics are continuing to struggle with the magnitude of abuse claims against priests; since the first victims came forward in January, at least 300 others have joined them.  

Al-Aqsa omitted from Pesach Haggadah cover
Haggadot for Pesach distributed Thursday in kindergartens throughout religiously mixed Jaffa bore a photo of the Temple Mount on the cover, but the al-Aqsa Mosque, which is also located in the east Jerusalem compound, was conspicuously omitted.  

Clinton in Russia to hasten disarmament deal
Clinton was holding talks on Thursday in Moscow to accelerate progress towards a new accord between Russia and the United States to slash their nuclear arsenals.

Public supported National Public Radio... warns its listeners that “patriot groups” are dangerous and are apparently increasingly prone to attacking government officials and facilities. Oddly the two examples it uses to prove its case have no ties whatsoever to any “patriot groups.”  

Middle East Quartet opens Moscow meeting
The Quartet -- made up of the United States, the United Nations, European Union and Russia -- is expected to pressure Israel over its announced construction of 1,600 new settler homes in annexed east Jerusalem.  

France offers to join forces with UK's nuclear submarine fleet
France has offered to create a joint UK-French nuclear deterrent by sharing submarine patrols, the Guardian has learned.  

Obama signs $17.6 billion jobs bill
President Barack Obama signed into law a $17.6 billion jobs bill on Thursday and sounded an optimistic note about the U.S. economy, saying it may soon begin adding jobs instead of losing them. Obama made the comment in the White House Rose Garden as he put his name on legislation that includes a number of incentives aimed at helping small businesses recover from the worst recession since the Great Depression.  

Obama surrenders gulf oil to Moscow
The Obama administration is poised to ban offshore oil drilling on the outer continental shelf until 2012 or beyond. Meanwhile, Russia is making a bold strategic leap to begin drilling for oil in the Gulf of Mexico. While the United States attempts to shift gears to alternative fuels to battle the purported evils of carbon emissions, Russia will erect oil derricks off the Cuban coast.  

Putin vexes US over Iran nuclear power
Vladimir Putin, Russia’s prime minister, promised on Thursday that Moscow would help Iran complete a civil nuclear power station by this summer, drawing criticism from Hillary Clinton, US secretary of state. His remarks highlighted the continuing differences between the two powers over how to contain Iran’s nuclear ambitions. Mrs Clinton was visiting Moscow on a trip partly designed to increase the pressure on Tehran by showing America’s unity with Russia.  

Obama backs plan to legalize illegals
President Obama gave a thumbs up Thursday to the outline of a plan to legalize illegal immigrants and create a flow of low-skilled foreign workers for the future, saying the immigration bill being worked on by a Republican and a Democrat is "promising." ...The senators also proposed to turn all Social Security cards into tamper-proof IDs to be checked by employers when they are about to hire a worker. The cards would include biometric information designed to prevent counterfeiting -- but the senators said the information would not be stored in a government database.  

Republicans assail IRS provision in health care bill
House Ways and Means Republicans on Thursday assailed a provision in the proposed health care reform bill under consideration this week. Subcommittee on Oversight ranking member Charles Boustany (R-La.) said the IRS provision in the bill "dangerously expands, in an ominous way the tentacles of the IRS and it's reach into every American family," he said today during a press conference. "This is a vast expanse of power," he said.  

Pakistan arrests halt secret UN contacts with Taliban
The UN's former envoy to Afghanistan, Kai Eide, has strongly criticised Pakistan's recent arrest of high-ranking Taliban leaders. Mr Eide told the BBC the arrests had completely stopped a channel of secret communications with the UN. Pakistani officials insist the arrests were not an attempt to spoil talks.  

Pope writes letter on Irish paedophile priests
Pope Benedict has written a pastoral letter to the Catholics of Ireland with guidelines on preventing and punishing sexual abuse of children by priests. It follows revelations last year of paedophilia within the Irish Catholic Church, which rocked the institution. ...It is unknown if the letter, to be read at Sunday Mass, includes an apology.  

Ethiopia admits jamming VOA radio broadcasts in Amharic
Ethiopia has admitted it is jamming the Voice of America's (VOA) broadcasts in Amharic, accusing the radio station of engaging in "destabilising propaganda". Prime Minister Meles Zenawi said Ethiopia had been testing jamming equipment, although there had been no formal decision to bloc the US station. The Amharic Service has experienced interference since late February.  

EU climate chief pessimistic after US visit
EU climate commissioner Connie Hedegaard has ended meetings with her various US counterparts dejected by uncertainty as to whether Washington will be able to pass badly-needed climate legislation in time for a summit Mexico. ..."The feeling that I got yesterday was that, well, not too many want to bet on the timing and what could be the outcome," she said.  

Hamas fans flames of Islamic anger following 'Day of Rage'
Hamas leaders are seeking to escalate Palestinian unrest over the supposed Israeli threat to Muslim holy sites in Jerusalem. In addition to reflecting the movement's ideological goals, this effort makes good political sense. Hamas seeks to supplant the West Bank Palestinian Authority of Mahmoud Abbas and Salam Fayyad. It knows that by returning the focus of the conflict to the explosive issue of Islamic pride and outrage over the loss of holy places, it can present itself as the natural leader of the Palestinians, and its opponents as irrelevancies or, worse, collaborators.  

MKs to PM: Stand up to US on J'lem
Top figures across the political spectrum signed a letter to Prime Minister Binyamin Netanyahu Thursday evening, designed to present a wide consensus in support of Jewish neighborhoods beyond the 1967 boundaries of Jerusalem. The letter, written in advance of the premier's departure for the annual AIPAC policy conference in Washington, called on Netanyahu to stand strong regarding Israeli sovereignty in the Jewish neighborhoods.  

IAF strikes in Gaza after Kassam attack
IAF aircraft struck six targets in the Gaza Strip overnight Thursday, in response to a Kassam attack that killed a foreign worker in Netiv Ha’asara earlier in the day. The army said it struck three smuggling tunnels on the Egyptian border, a weapons production facility and two tunnels intended for infiltration into Israel to carry out attacks. Two Palestinians were reportedly wounded in the strikes.  

Middle East Quartet set to meet in Moscow on Israel row
The international Quartet - made up of the US, EU, UN and Russia - will meet amid tension over Israel's announcement of new settler homes in Jerusalem. Israeli PM Benjamin Netanyahu informed Washington of new confidence-building measures on the eve of the meeting.  

Israeli Man Killed by Gaza-Fired Rocket
A rocket fired by Palestinian militants from the Gaza Strip killed a man inside Israel Thursday, Israeli medics said, in the first death from such an attack since Israel's Gaza offensive last year. Such rocket fire once common but have become rare since the Israeli military's campaign in the Gaza Strip last year, which aimed to bring an end to the attacks.

As the article later explains — for the three years 2012 through 2014 — over $700 billion in corporate junk bonds will come due, about $4.6 trillion in debt will need to be raised by Uncle Sam, and another $1.2 trillion in regular loans must be refinanced for ordinary investment-grade corporations.
