U.S. deficit clock 'now ticking loudly' after S&P downgrade

S&P hits U.S. Standard & Poor`s dropped a bombshell into the U.S. budget debate today, downgrading the outlook for America`s debt to "negative" from "stable" and raising the stakes markedly. `There have been rumblings about the U.S. credit rating for the past two years, and Moody`s warned earlier this year that the rating could be downgraded if progress is not soon made on the $1.5-trillion budget deficit,`` said Douglas Porter, deputy chief economist at BMO Nesbitt Burns. `Still, the S&P move serves as a stark warning for policy makers to take stronger, concerted action to address the shortfall,`` Mr. Porter said in a research note after the move by the U.S. credit rating agency. `The clock is now ticking loudly on a meaningful plan to reduce the budget deficit, with S&P looking for implementation by 2013. The embattled currency fell to as low as $1.4155 at one point as traders ignored Greece's denials that it needs to restructure its debt; Ireland's banks were cut to junk status; and Portugal's planned bailout was threatened by a possible veto from Finland. Political and monetary policy leaders across Europe appealed for calm as the yield on Irish, Greek, Portuguese and Spanish government bonds, or the premium investors charge to hold the debt, all increased.
